How to Use Nicotine Pouches
How to use a nicotine pouch: where to place it, how long to keep it in, how to read strength on the label, and how to store it. A manufacturer's guide.
A nicotine pouch is a small pre-portioned pouch that you place under your upper lip. There is nothing to light, nothing to charge and nothing to spit, which is exactly why the format travels well across European markets, and why it also generates a lot of first-time questions.

We produce nicotine pouches in the EU that we sell in 20+ countries, so we see those questions arrive twice: first from the people who use the product, then from the distributors and brand owners who have to answer them on a pack, a product page or a support line. This guide covers both sides: how the product is used, and what that means for the way you describe it.

What a nicotine pouch is
A nicotine pouch is a sealed pouch of plant fibre filled with nicotine, a moisture regulator, flavouring and sweetener. It contains no tobacco leaf, the nicotine is added to a neutral fibre base rather than derived from a cut tobacco filler.

That single distinction drives most of the regulatory difference between pouches and snus in Europe. Snus is tobacco for oral use and falls under the EU Tobacco Products Directive, Directive 2014/40/EU, which keeps it off the market in every member state except Sweden. Tobacco-free nicotine pouches sit outside that directive — which is why they are regulated market by market rather than by one EU-wide rule.

How to use a nicotine pouch, step by step
  • Take one pouch from the can
    One at a time. The pouch is already portioned, there is nothing to measure, pack or prepare.
  • Place it under your upper lip
    Slide the pouch between your upper lip and gum, flat side against the gum, and press it gently into place. Most people use the side of the mouth rather than the centre front, where the lip is thinner and the pouch is more visible.
  • Leave it in place
    Do not chew it, move it around constantly or swallow it. The pouch is designed to stay put and stay intact. Once it is in position, you can talk and drink normally.
  • Expect a tingle at the start
    A light tingling or warming sensation under the lip in the first minutes is normal for the category and typically fades. It is a function of the format and the strength you chose, not a sign that something is wrong.
  • Take it out when you are done
    Remove the pouch with your fingers. There is no spitting involved at any stage.
  • Dispose of it in the lid
    Most cans have a separate compartment in the lid for used pouches, so you can close the can and dispose of them later. Used pouches go in general waste, never down the sink or toilet.
How long do you keep a nicotine pouch in?
Manufacturer instructions across the category typically indicate a window of roughly 5 to 60 minutes, and most product instructions recommend not exceeding one hour per pouch. The right duration inside that window depends on the strength you chose and on how the pouch is built because a drier pouch releases more slowly than a moist one.

Two practical rules the category converges on:

One pouch at a time. The format makes it easy to lose track; the instruction on pack should not.

Do not re-use a pouch. Once removed, it goes in the lid compartment.
How to read strength on the label
Strength is where most confusion happens, because two different numbers circulate in the market:
Compare like with like. A 0.8 g pouch and a 0.4 g pouch at the same mg/g are not the same product in the hand.

Several European markets cap nicotine content, and the ceiling is not the same everywhere, because a product that is legal in one market can be non-compliant one border away. The frameworks differ as much as the numbers. Sweden regulates the category under a dedicated statute, Lag (2022:1257) om tobaksfria nikotinprodukter, covering age limits, product requirements and reporting. The UK has no category-specific statute and handles pouches under general consumer law, the General Product Safety Regulations 2005. And where an EU market has no dedicated rule, the baseline is Regulation (EU) 2023/988 on general product safety.

If you are building a range for more than one country, the strength ladder is a compliance decision before it is a marketing one.
Format, moisture and size: what actually changes the experience
Three build parameters change how a pouch behaves in the mouth, and all three are set at the production stage:

  • Pouch size. Slim, standard and mini. Slim sits more discreetly under the lip; mini suits users who find a standard pouch too present.
  • Moisture level. Moist pouches start faster; dry pouches are slower and less noticeable in the mouth.
  • Fibre and filling density. Determines whether the pouch feels soft or firm against the gum.

This is the part brand owners tend to underestimate. Flavour and packaging get the attention, but the format decision is what people describe when they say a pouch "sits well" and it is decided long before the first can is printed.

How to store nicotine pouches
  • Keep them in the original sealed can. The can protects moisture level, and moisture level is what keeps the product consistent.
  • Store dry, out of direct sunlight and away from heat sources.
  • Do not freeze.
  • Keep them out of reach of children and pets.

What not to do
  • Do not chew or swallow the pouch.
  • Do not use more than one pouch at a time.
  • Do not re-use a removed pouch.
  • Do not use the product if you are under the legal age in your market, pregnant or breastfeeding.
  • Nicotine is an addictive substance. Products containing it are for adults only.

Usage questions are a support cost and a compliance surface at the same time.

Three things worth getting right before launch:

Put the instruction on the pack, not only on the website. Placement, duration, one-at-a-time, disposal. Short, neutral wording.

State strength the way your target market states it. Per pouch, in the local unit convention, with the mandatory warnings for that country.

Keep the claim surface clean. Describe the product: — nicotine content, format, moisture, flavour. Effects and health comparisons are what turn a product page into a regulatory problem.
