How to Start a Nicotine Pouch Brand in Europe

To start a nicotine pouch brand in Europe, pick your market first, set strength and format to that market's rules, then approve samples and packaging and order a first run from an EU manufacturer. With white label production at FEDRS, the minimum is 2,000 cans, and production takes up to 30 days after approval.

Step 1. Choose the market before the product

Tobacco-free nicotine pouches sit outside Directive 2014/40/EU, which covers tobacco products and e-cigarettes. Each country regulates them nationally, so the market you pick shapes the product.

    Whether retail sale is allowed.
    What it means for your brand:
    Several EU countries restrict or ban sale. The list changes, so check at the start and again before you ship.

    Maximum strength.
    What it means for your brand:
    Sets your strength range. We produce a regulated line at 5–20 mg/g and a high-strength line at 50–75 mg/g.
  • What the market decides:
    Label language and warnings.
    What it means for your brand:
    Can artwork is market-specific from the first print.
  • What the market decides:
    Notification before sale.
    What it means for your brand:
    Some markets run a dedicated regime, for example Sweden under Lag (2022:1257).
  • What the market decides:
    Excise.
    What it means for your brand:
    Some countries already tax pouches. The Commission proposed EU-wide minimum excise in July 2025; it was not adopted as of September 2026.
If you plan two or three countries, build the range around the strictest one, or plan separate SKUs per market.

Step 2. Set the formula, strength and format

These are the decisions that make your product yours:
  • Strength per SKU, within your market's limit
  • Flavour profile for each SKU
  • Moisture level and pouch format
  • Number of SKUs in the first run

The 2,000-can minimum can be split across several flavours and strengths in one production run. That lets you launch a 4–6 product range instead of betting on a single flavour.

We produce samples against your brief, adjust nicotine level, flavour, moisture and format, and confirm the final specification with you before white label production starts.

Step 3. Packaging and label

Each package is quoted after the brief, because the figure depends on the number of flavours, the packaging and the production volume behind it.

Step 4. First run: MOQ, lead time and cost

Beyond production, budget for design (if you don't take a package), transport, excise and registration fees in your market, and distribution.

Step 5. Documents for import

The company that places the product on a market answers for it there. Before the first shipment, have ready:

Step 6. Getting to the shelf

Most new brands sell through one of three routes:
  • Distributors who already hold retail listings in your market
  • Retail chains launching an own-label range
  • E-commerce, with age verification at checkout where the market requires it

Advertising rules for nicotine products differ by country, so plan the launch campaign with the same care as the label.

Starting a nicotine pouch brand: FAQ

It depends on three things: formulation, packaging and volume. Production is priced per can, and the unit price falls as you move up the volume tiers, so we quote after the brief rather than from a price list. Design is quoted per package.
